Yadira Carter brings years of experience in local government to the insurance industry, where she continues her lifelong passion for serving others. Throughout her public service career, Yadira built a reputation as a tireless advocate for citizens—helping individuals and families navigate complex systems, access resources, and find real
solutions to everyday challenges.
As a wife, mother, and dedicated community member, Yadira understands the importance of protecting what matters most. Her transition into insurance was a natural
extension of her commitment to advocacy. She now works with clients across the state to help them understand their coverage, feel confident in their decisions, and ensure they’re protected in times of need.
Yadira’s experience in government has honed her skills in communication, problem- solving, and navigating regulations—all of which she brings to her role in insurance. Her approach is compassionate, informed, and always centered on what’s best for the people she serves.

Viviana Briones is a licensed insurance agent who is passionate about helping individuals, families, and business owners protect what matters most. Fluent in both English and Spanish, she is committed to providing exceptional customer service, building lasting relationships, and making the insurance process simple and understandable for every client.
Originally from the beautiful state of Florida, Viviana relocated to North Carolina in 2008. Her professional career has always centered around serving others. She began working part-time at Michaels Arts & Crafts while also serving full-time as a secretary at Burch Law Office. She is also a commissioned Notary Public for the State of North Carolina.
In 2012, Viviana transitioned into the healthcare industry, where she spent years helping patients and their families through compassionate, personalized service. She returned to O & P East in June 2025, reconnecting with patients and colleagues while continuing her commitment to making a positive impact in the lives of others.
Driven by a passion for helping people in new ways, Viviana earned her North Carolina Insurance License and joined Carter Insurance Associates. Today, she assists clients with finding the right coverage for their unique needs, providing knowledgeable guidance and personalized solutions for personal and business insurance. Her goal is to ensure every client feels informed, confident, and protected.
Outside of the office, Viviana enjoys spending quality time with her family, including her two daughters, Miriam and Alyssa Villegas, and her beloved grand children. She also enjoys gardening, attending soccer games, and being actively involved in her community.
